Salutations. I write to
you as Chairman of the Indian Heritage Hotels
Association.
Indian Heritage Hotels Association is extremely thankful to you for consenting
to meet us.
We applaud
the momentum in the growth of Tamil Nadu
under your leadership. We would be very grateful if you could kindly
consider a humble request that we are
placing before you.
It would be a
great historical pride if the Government of Tamil Nadu proposes UNESCO Heritage Site
Nomination for Fort St. George and Chettinad.
While some heritage
buildings in Tamil Nadu have been
restored , several ancient buildings
of the past century lie dilapidated and
require immediate attention. Tamil Nadu
which is historically enriched with Palaces, Indo-British Mansions, Temples
having exquisite stone works and
carvings and exemplary traditions are facing the threat of losing these monuments for want of timely restoration.
Fort St.George is the
first English fortress in India, founded in 1644. The construction of the Fort
provided the impetus for further settlements and trading activities. The St. Mary's Church inside Fort St George is the oldest Anglican church in India. It
was built between 1678 and 1680. The tombstones in its graveyard are the
oldest in India. This ancient prayer
house solemnized the marriages of Robert Clive, and Governor Elihu Yale who
later became the first benefactor of Yale University in the United States. The
church is popularly known as the 'Westminster Abbey of the East'. This great
Fort surely awaits the honor of being recognized as an UNESCO Heritage
Monument.
Chettinad, the land of the Chettiar community,
was once part of the ancient Pandya Kingdom. The Chettiars occupied 96
villages. Most of the Chettinad mansions are treasure troves that mirror the
passion for art and craft in these ‘Nagarathars’.
The 96 Chettinad
Villages today have shrunk to 75 in number.
The Chettinad Bungalows which are mostly kept locked come back to life
only when their owners visit them to perform their marriages and other
traditional functions and rituals. While
bits and pieces of this great heritage have stood the test of time, progress –
has left its mark too. Homes, lifestyle, traditional foods, handicrafts,
artifacts and embellishments are becoming obsolete.
The growth in the
villages through new generations have transformed them into busy commercial
centers whereby modern structures have replaced some of the proud ancient
architecture thereby ruining their distinctiveness. Tons of these heritage
materials leave Chettinad in containers every day to destinations far and wide.
Chettinad pillars and stain-glasses have become a must in modern architecture
world-wide. Our focus here is to restore and re-establish the Chettinad
Heritage before it vanishes in course of time.
IHHA commends
the action taken by Honorable Chief Minister in preserving Tamil
Nadu’s heritage and will extend its
unrelenting support in continuing
to do so against all odds.
Among others, Chettinad and Fort St. George
are not only vital but also unique
Heritage. We request you to
kindly consider nominating these two sites
for UNESCO WORLD HERITAGE SITES for future generations and protect them from vandalism, demolition and modern structural errors.
Madam Chief Minister,
the nation admires you for placing the blueprint of Tamil Nadu at the top. Our
recommendation of these two heritage sites and those that would follow is to
augment your efforts in this noble cause which would enhance not only the
tourism potential of the State but also its reputation globally. We sincerely
hope that our humble request will be taken into consideration by the Honorable
Chief Minister with UNESCO World Heritage Matters under Ministry Of Culture,
Government of India. Madam, needless to bring to your kind attention that the current Chairman of
UNESCO [heritage matters] Mr. Sujith Bannerjee is a great admirer of Tamil Nadu
and the 7 member committee includes Mr. Steve
Borgia from your State as well. Madam, we assure you that The Indian
Heritage Hotel Association will extend their assistance to the State
administration and also involve similar international missions and organizations like ICOMOS, UNESCO, Intach etc
in monitoring and restoring the heritage monuments of Tamil Nadu.

Sub: Restoration of Khalsa Mahal.
I am a great admirer of Tamil Nadu for two good
reasons. One is undoubtedly your
undaunted leadership and the other is the proud heritage of Tamil Nadu.
Khalsa Mahal is a unique and rich heritage existing
for over two centuries. It is very unfortunate that the fire outbreak some time
ago has destroyed part of it. I commend your action in appointing a committee
to assess the probability of its restoration. I gather that the committee has
recommended part of the building to be restored and the rest be restructured.
I request you to kindly consider
restoring the entire Mahal. The University Centenary Hall, the Royapuram
railway station and Connemara public library ,as you are kindly aware
are classic examples of heritage buildings that have been completely
restored.Madam, it will certainly be another feather in your cap if it is
restored. With the aid of expert
workforce in the said field and heritage enthusiasts, it is an accomplishment
that you especially can surely make. I
would like to offer any assistance along
with the Indian heritage hotels association
that may be required for restoring the Khalsa Mahal.

We have seen the
importance that you have given to the
tourism sector of Tamil Nadu and
its development. As the Honorable Chief Minister is well aware, there is a
global awakening leading to a
demand for Heritage and Eco Tourism. In
this regard, Tamil Nadu is a very promising destination. It can easily emerge
as the Southern Gateway of India. The
State has the potential to have as many heritage hotels as the state of
Rajasthan. One major reason for this boom in Rajasthan was primarily the tax
sobs and the subsidies given by the Rajasthan Government to boost heritage
tourism - especially heritage and eco tourism in remote/ rural areas.
In the interest of the
State and Tourism, the Indian Heritage
Hotel Association would be grateful to you if you could kindly consider the
following:
1.Total exemption
of property tax when certified and
classified Heritage Hotel by Government of India.
2.Exemption of luxury
tax for the first ten years of operation after classification.
3. Subsidy of 25% of
the approved project cost to be paid within one year of the commencement of
hotel operations.
4.Reimburse 50% of the
total labor cost paid as daily wages to local masons, technicians and artisans
etc.
5.Free BAR LICENCE for
the first three years of operations after classification.
6.Upto 3 vehicles of
the company with free life tax as far as owned by the company of the heritage
hotel.

Outstanding Woman Defending Culture Award –
2012
This Award is conferred on Ms.
N Priya Ravichandran, Divisional Fire Officer, Chennai, Tamil Nadu Fire and Rescue
Services, in recognition of her extraordinary courage and leadership qualities
in preserving culture and heritage of the 224 year old KalasMahal of Chepauk
Palace.
Ms Priya Ravichandranhad once said: “This is not a
job where you can sit in a corner while a tragedy takes place and draw a plan
and debate. It calls for a lot of spur-of-the-moment intelligence”. On the
night of January 16th, 2012, she demonstrated what she meant. Forty days later we gather to honour her
action, while she recovers in a hospital. She is represented
by her elder daughter, representing the high potential of a girl child,Samhita
Ravichandran.
Priya led from the front and, along with some of her
colleagues, entered a burning Government office building in the city,
disregarding the danger to her own life, in a bid to douse the flames. In the
process, she suffered fifty percent burns.
Ms Ravichandran and her team managed to contain the
damage to the building, which is a piece of history – the 244-year-old
KalasMahal, core of the Chepauk Palace, erstwhile home of the Nawabs of Arcot.
The Outstanding
Woman Defending Culture Award has been instituted by Global Adjustments Pvt. Ltd. to mark the International Women’s Day
by honouring a lady who has made an outstanding contribution in upholding
values and ethics and preserving India’s culture, heritage and traditions.
The
awards committee comprises Mr. Steve Borgia, who promotes the preservation of
heritage, through his INDeco Hotels, His Royal Highness, Maharaja Gaj Singh II
of Jodhpur, Dr. MRajaram, IAS, Secretary, Department of Tamil Development,
Religious Endowments and Information, Government of Tamil Nadu, and Ranjini
Manian, CEO, Global Adjustments.
Mr.
Borgia nominated Ms. Ravichandran as the most deserving candidate for this award,
Maharaja Gaj Singh II congratulated her act of bravery while saving a national
treasure, Dr. Rajaram conferred his blessings on a woman from his home State
for her selfless act, and Ms Manian saluted her for being a role model for all
women by showing that the baton of culture has to be passed on from one
generation to another at all costs, even at the risk of one’s life.

IHHA GUIDE BOOK- sample was passed around and layout agreed
upon.5000 copies will be made, paid for by members own funds To be given to
guests free of charge. Distribution will be decided on. Members decided that
map of each state will be on one page where there are too many properties it will
be divided region wise. Mr. Steve Borgia recommended that the government of India,
tourism office who offers subsidies for international
marketing should be used to distribute
the book to capture international market. Mr.Lal agreed to follow up on the issue.
It was also decided that the book will be put on digital form as brochure so it
can be put on member’s website as link. Mr. joerg suggested that there should
be a link to update the brochure. Special invitee, Mr. Shankar recommended that
applications be created for mobile phones and I-pads as a large part of the
market uses them. the committee for the digital brochure will be told by Mr.
Randhir Vikram Singh to start work on apps and e-brochure.
Joint marketing ventures: Mr. Steve Borgia suggested a
scheme where clients who use one property may be given discount when they use
another property on the guide book. It was Objected by Mr.Samode in earlier meeting as all properties may not be on same level of
operations. Mr.Randhir Vikaram Singh suggests that options be kept open,the
committee will first launch the website and then look at who might want to take
up this option. Mr. Steve’s idea will be possible in stage two.
Meeting attended by Mr. Lal on 27th Jan 2012 on
removing the provision for compulsorily installing sewage treatment plants for
existing and new hotels: at the meeting
Mr. Lal Discussed issues on classification. He said that the aspects need to be
considered. mandatory kitchens should not be a requirement for 3,4 and 5 star
hotels. It does not affect the IHHA. Catering should be safe through licensed caterers.
Ministry says sewage treatment plants should be well facilitated and
mandatory and. Mr. Lal’s opinion on the
matter is that as long as you have permission from pollution control board it
should not matter. Mr. Joerg adds that uniform norms should be placed by the
pollution control board for every state. The gen. secretary strongly agreed that
wherever there are sewage treatment lines the state should be told that
separate plants need to be placed and can be connected to main lines as it otherwise uses too much energy. The
classification committee, department of tourism should not be allowed to come up with these
norms. A written response will be given to the ministry but the IHHA opinion should
be circulated to HAI and FHARAI and they should collectively go to the govt.
Mr. Borgia suggests there should be
Dialog between industry and ministry before laws are made.
Delinking of
classification from the issue of bar license: Mr. Gaj Singh said Unclassified
hotels have more advantages VAT classified should pay 14% while unclassified
properties pay 5% only. Fire safety certificate should be obtained from local
fire authority. Mr.talera questions why cleanliness ,pollution and safety are
related to classification boards it should be taken care of quality control.
Classification has no advantage for hoteliers or clients. The formation of
FAITH will see to the dealing of this matter.
Access for physically challenged in Restaurants in heritage
buildings- heritage buildings are exempted from major modifications. signboards
can be placed informing of no accessibility.
Clean India campaign meeting for the state of Himachal
attended by Mr.Lal: he personally feels that members who have proposals for hygiene,
Cleaning of any sort will find support and funding for next year by department of tourism. Letter to be sent by
IHHA for this to be done in all states.
Mr. Gaj Singh talks of Another scheme for building of
toilets. funds have been Given to Panchayats
who are building them. It is decided
that recommendation will be made to the Panchayat that Suloka scheme be given
the responsibility to build and operate the toilets.
Grant of membership to hotel Chingara Heritage, aAngadippuram
and Balrampur House, Nainital
Sikar Haveli had been
given temporary membership for 6 months it has been agreed That they be granted permanent membership.
Withdrawal of membership of fort jadhavgadh,Jadhwawadi,Pune,
Mr. Talera requests that the decision be held for a week.
Approval of 18,500 to NEEC-I Tech for IHHA website. More
information to be gathered.
Approval of participation in FAITH for annual subscription
of 1 LAKH. Bapji explains that there are many categories in participating
members but IHHA will be concerned only with two and the bigger organizations
member will be the president.
Request by Mr. Mathur for sponsoring transport to IHHA
meetings. Also does he need permission to attend meetings of PATA and ESOI and other such meetings which do not
relate to the IHHA. It has been decided he will be re-imbursed for attending
meetings relating only to IHHA .
Adeventure tour operators association: Vote taken to
discontinue membership due to formation of FAITH.

It is agreed Mr.
Kumar, office secretary will be granted 10% increase in pay from here on.
It has been decided that the next IHHA executive meeting
will happen in Mahabaleshwar on
approximately 11th,12th and
13th of June 2012
Presentation on kitchen waste to energy solutions by Mr.
Mainak Chakraborthy . Members were very interested in this proposal as it

Few words by invitees:
Babaji Raja Bhonsle- said that there is great scope for
tourism in Tanjore at his palace. Although the government has rights to his
properties he would like to change that and it was suggested by Bapji that
private investors be brought in and slow conversion to a heritage hotel begins.
All help will be given by IHHA on this conversion.
Mr. Shankar brought forward a suggestion that a seminar be
held to educate Tamil Nadu Heritage property owners on how to maintain them and
convert them to hotels. Experiences of Rajasthan members and others will be
shared.
Mr. Ranvir Shah added that it shouldn’t be only for large
property owners but also owners of
heritage family homes in Tamil Nadu.
